Who Will Be Kenya's Next Interior CS? A Look at the Potential Nominees

For over a month, the powerful Ministry of Interior has operated without a substantive Cabinet Secretary following Kithure Kindiki’s nomination and subsequent approval as Deputy President.

The position, one of the most influential in the Kenyan government, has sparked widespread speculation and debate. President William Ruto's decision on who will take over this critical docket is highly anticipated, with political corridors abuzz with rumors and possible contenders.

Below, we take a closer look at some of the leading candidates being considered for the role.

1. Joseph Boinnet

Joseph Boinnet, currently serving as Deputy National Security Advisor in the Office of the President, is a strong contender for the Interior CS position.

His deep experience in Kenya's security sector, including his tenure as Inspector General of Police (2015-2019) and his service in the National Intelligence Service (NIS), positions him as a seasoned option. Security insiders have frequently mentioned his name as a likely choice for the position.

2. Aden Duale

Aden Duale, the current Cabinet Secretary for Environment, is another potential nominee. Known for his close ties to President Ruto, Duale’s political career spans several key positions, including a previous role as CS for Defence.

While his return to the Cabinet following the dismissal of the entire team in July 2024 raised eyebrows, his reappointment to the Environment docket suggests his political resilience. However, his appointment as Interior CS may generate mixed reactions.

3. Raymond Omolo

Raymond Omolo, the Principal Secretary in the Ministry of Interior, is a leading candidate with relevant experience. Having served in this capacity since 2022, Omolo has been instrumental in managing the ministry’s day-to-day operations under acting CS Musalia Mudavadi.

Omolo’s Luo Nyanza roots might also work in his favor, as President Ruto appears keen on maintaining a broad-based government with representation from diverse regions.

4. Kipchumba Murkomen and Davis Chirchir

Speculation is rife that either Kipchumba Murkomen or Davis Chirchir could be tapped for the Interior role. Murkomen currently heads the Sports docket, while Chirchir oversees Transport. Both are known for their close working relationships with the President.

Recent remarks by Embakasi Central MP Benjamin Gathiru suggested an insider plot to elevate one of them, citing their involvement in high-stakes government projects.

5. Mutahi Kagwe

The former Health CS Mutahi Kagwe has resurfaced as a potential candidate. Kikuyu elders recently expressed unanimous support for his inclusion in the Kenya Kwanza government, citing the lack of representation for Nyeri in the Cabinet.

Kagwe’s previous experience under Presidents Mwai Kibaki and Uhuru Kenyatta lends him significant credibility, though his return might see him placed in another docket.

6. Junet Mohammed

Junet Mohammed, a senior ODM figure, has been linked to the Interior Ministry as part of efforts to include Opposition leaders in key government positions. ODM leaders have pushed for Luo Nyanza representation, arguing for their community's rightful share of public service appointments.

Junet has dismissed these speculations, affirming his focus on his current Parliamentary role.

7. Kimani Ichung’wah

As one of President Ruto’s most trusted allies, National Assembly Majority Leader Kimani Ichung’wah is seen as a strong contender. His political acumen and access to the President make him a natural choice for a high-profile position like Interior CS. However, Ichung’wah has publicly denied interest in the role.

8. Kanini Kega

Kanini Kega, an EALA MP, has also been mentioned in political circles. His potential nomination could balance regional representation, particularly with Rigathi Gachagua’s reduced influence in the Cabinet.

Other Contenders

Other names floated include former Deputy Inspector General of Police Noor Gabow and Trans Nzoia Governor George Natembeya, both of whom bring extensive experience in security and public administration.

Conclusion

The Interior CS position is a demanding role that requires skillful navigation of Kenya’s security, governance, and public trust challenges. As President Ruto deliberates on his options, the decision will have significant implications for the administration's priorities and regional balance.

For now, Musalia Mudavadi continues to act as Interior CS, holding the reins until the President makes his choice. The nation waits with bated breath to see who will take over this pivotal ministry.
